Mr. Aleman, studied law at the Javeriana\r\nUniversity (J.D., 1991) where he also obtained a Corporate Law Certificate\r\n(L.L.M., 1996). He then obtained a Diploma in Advanced Studies (DEA) in\r\nResearch at the Alcala University (Spain, 2006), and a Ph.D. in Law (2011, Cum\r\nLaude).

Mr. Aleman\r\npracticed as an IP Attorney from 1991 to 1995. He was then appointed Head of\r\nthe Colombian Industrial Property Office, from 1995 to 1998, and was invited as\r\na Fellow Visiting Researcher at the Max Planck Institute in Munich, Germany in\r\n1998. He joined WIPO in 1999 as Senior Program Officer, Office of Cooperation\r\nfor Development for Latin America and the Caribbean (from 1999 to 2006). He was\r\nthen appointed Deputy Director in the Division for Public Policy and\r\nDevelopment (from 2006 to 2009), Deputy Director of the Patent Law Division\r\n(from 2009 to 2013), and went on to be Director of the Patent Law Division. He\r\ncurrently holds the position of Assistant Director General, leading the IP and\r\nInnovation Ecosystems Sector (IES).

Mr. Aleman is responsible for\r\nhelping Member States develop their IP and innovation ecosystems to drive\r\neconomic growth. He is also responsible for providing support for researchers,\r\ninnovators, and enterprises, including SMEs. Other key focus areas include IP\r\ncommercialization for business growth; emergence of IP as an asset class;\r\ndevelopment of advisory expertise on national IP strategies; economic analysis\r\non the role IP plays in promoting innovation and creativity; strengthening ADR\r\nand the services provided by the Arbitration and Mediation Center; and\r\nproviding technical assistance to the judiciary, as well as services related to\r\nthe legal databases.
Minister for Science and Technology, China
H.E. Mr. Wang Zhigang is Minister and Secretary of Ministry of Science and Technology of the People’s Republic of China. He studied management science and engineering in Tsinghua University, School of Economics and Management, and obtained a Doctor of Management degree. As a senior engineer, he has long been engaged in scientific research and research management in electronic information systems, software and simulation, reliability and systems engineering. Having held key positions in research institutes and large state-owned enterprises, Minister Wang is not only familiar with scientific research and technology management, but also economics and business management. He has taken the lead and participated in a number of key tasks in his capacity as Vice Chair of the National Leading Group for Reforming the Science and Technology Management System and Building a National Innovation System, and Head of the Leading Group’s Office.

H.E. Mr. Paulo Alvim is currently the Minister at the Ministry of Science, Technology and Innovations. He is a Civil Engineer, graduated from the Federal University of Rio de Janeiro, and holds a Master in Information Science, from the University of Brasilia. He was, from 2019 to 2022, the National Secretary for Entrepreneurship and Innovation at the Ministry of Science, Technology and Innovations (MCTI). From 2002 to 2019, he was an Analyst at Sebrae Nacional, where he held many positions, including as a representative of Sebrae in national and international Councils and Forums. Professor Yasonna Hamongan Laoly, SH, M.Sc., Ph.D. is the Minister of Law and Human Rights (Menkumham) who was elected the second time in the cabinet of President Jokowi. As a native of Nias ethnicity for the first time being elected as a minister, Mr. Laoly was assigned by Jokowi to oversee the omnibus law process. He was a member of the North Sumatra regional legislature from 1999 to 2003, and of the People's Consultative Assembly from 2004 to 2014. He is the first ethnic Nias to hold a cabinet position. After graduation, he worked as lawyer and later joined HKBP Nommensen University as lecturer in its newly established Faculty of Law. From that position, he earned a scholarship to study law abroad, first at Virginia Commonwealth University and later for his doctorate at North Carolina State University. Following the fall of Suharto in 1998, Mr. Laoly turned to politics, first as a member of North Sumatra Provincial Assembly and later of the People's Representative Council representing the Indonesian Democratic Party of Struggle. Following the 2014 election of fellow PDI-P member Joko Widodo as president, Mr. Laoly was selected as a member of Widodo's Working Cabinet.

Dr. Foster leads the economic and demographic groups within CES partnering with stakeholders within and outside the Census Bureau to improve measures of the economy and people of the U.S. through research and the development of innovative data products. Dr. Foster uses Census Bureau micro data to conduct research on productivity and reallocation, management practices, and business technology adoption. She has a B.A. in Economics from Georgetown University and a Ph.D. in Economics from the University of Maryland.
Mr. Fan Zhiyong (“Alan”) is the Vice President for Intellectual Property at Huawei Technologies, Co., Ltd.
Mr. Fan oversees the company’s global IP operations, including IP portfolio management, licensing, transaction anddispute resolution, run by a team of over 400 IP professionals.
