Rowel Barba is a respected name in business and law circles,\r\nhaving had over 20 years of experience. He is perhaps most known for his tenure\r\nin the RFM Corporation, a publicly listed corporation, where he used to be Vice\r\nPresident and Head of the Corporate Legal & HR Divisions; the JAKA Group,\r\nwhere he held several positions, eventually moving up to becoming the company’s\r\nVice President and Chief Legal Counsel; and as an Associate at the Ponce Enrile\r\nCayetano Reyes & Manalastas Law Offices.

\r\n\r\n

He obtained his Bachelor’s Degree in AB\r\nPolitical Science, as well as his Bachelor of Laws degree, from the University\r\nof the Philippines, where he also was on the editorial board of the Philippine\r\nLaw Journal. Other notable positions of his include being Governor for Southern\r\nLuzon of the Integrated Bar of the Philippines (IBP) (1997-1999) and Legal\r\nCounsel of the Philippine Practical Shooting Association.

\r\n\r\n

Prior to his appointment as Director\r\nGeneral of the Intellectual Property Office of the Philippines, he was\r\nUndersecretary for the Office of the Secretary at the Department of Trade and\r\nIndustry where he supervised the offices under it, namely: Foreign Trade\r\nService Corps (FTSC), the Construction Industry Authority of the Philippines\r\n(CIAP) and its implementing Boards, namely the Philippine Contractors Accreditation\r\nBoard (PCAB), Construction Industry Arbitration Commission (CIAC), Philippine\r\nOverseas Construction Board (POCB), Philippine Domestic Construction Board\r\n(PDCB) & the Construction Manpower Development Foundation (CMDF), Legal\r\nService (LS) and Internal Audit Service (IAS).

\r\n\r\n

He was also the Supervising\r\nUndersecretary of the Intellectual Property of the Philippines (IPOPHIL),\r\nPhilippine Economic Zone Authority (PEZA), National Development Corporation\r\n(NDC) & the Philippine International Trading Corporation (PITC), attached\r\nagencies of the DTI.

\r\n\r\n

In his capacity as Chief of Staff of the\r\nOffice of the Secretary, Undersecretary Barba was the DTI Secretary’s alternate\r\nrepresentative in cabinet meetings with the President, and was the lead\r\nofficial for the organization of Presidential visits within the DTI.

\r\n\r\n

He concurrently sat in various\r\nboards of government corporations, agencies and councils such as the Maritime\r\nIndustry Authority (MARINA), Philippine Ports Authority (PPA) & the acting\r\nChairman of the Cagayan Economic Zone Authority (CEZA), among others. He also\r\nrepresents DTI in the Philippine Air Talks Panel.

\r\n\r\n

He was also formerly the Undersecretary\r\nfor the Management Services Group (MSG) and the Competitiveness and Ease of\r\nDoing Business Group (CEODBG) of DTI.

\r\n\r\n

He concurrently sits as Governor of the\r\nBoard of Investments (BOI) and Acting Chairman of the Cagayan Economic Zone\r\nAuthority (CEZA).

Registrar General, Uganda Registration Services Bureau (URSB), Uganda

Ms. Mercy K. Kainobwisho is the current Registrar General of Uganda Registration Services Bureau (URSB) a government institution. Before she became the Registrar General, she successfully served in different ranks at URSB. She served as Director Intellectual Property, Director Business Registration, Manager Intellectual Property. Prior to joining URSB, she served as State Attorney at the Ministry of Justice and Constitutional Affairs and a Legal Assistant at Shonubi Musoke & Co Advocates.

Ms. Mercy K.\r\nKainobwisho is a qualified, competent and experienced female Advocate of the\r\nHigh Court of Uganda with 15 years experience specializing in Intellectual\r\nProperty Law, Business Law, Project Management, Oil and Gas law, Leadership and\r\nGeneral Management.

\r\n\r\nShe\r\nholds a Master of Laws in Intellectual Property (LLM), University of Turin,\r\nItaly, Master of Business Administration (MBA), Makerere University,\r\nPostgraduate Diploma in Legal Practice, Law Development Center (LDC), Kampala\r\nand Bachelor of Laws Degree (LLB), Makerere University, Kampala, Uganda and\r\nseveral post graduate certificates in Leadership, Oil and Gas among others.

Chief Executive Officer, Canadian Intellectual Property Office (CIPO), Canada

In this role, Mr. Georgaras\r\nprovides strategic direction and leadership to CIPO and ensures the provision\r\nof world-class intellectual property (IP) services by granting IP rights and\r\nproviding IP awareness and information. He also represents CIPO and Canada's\r\ninterests, both nationally and internationally.

\r\n\r\n

He joined CIPO in 2010. As Director\r\nGeneral of Corporate Strategies and Services, he was responsible for\r\nlegislative, regulatory, administrative and operational policy related to the\r\nIP framework that CIPO administers. He also provided expert advice on broader\r\nIP policy analysis, policy development and framework modernization. He led the\r\nCanadian delegation on various bilateral and multilateral initiatives, such as\r\nstrategic World Intellectual Property Organization committees, the Asia-Pacific\r\nEconomic Cooperation's IP committee and other fora, to develop and advance\r\nCanadian IP positions and interests internationally. Mr. Georgaras led an\r\nextensive program of professional economic research and analysis to identify\r\nand evaluate national and international trends and developments, policies,\r\nstrategies, plans and initiatives to support Canada's IP policy. He also led\r\nthe development of strategic partnerships, financial services and human\r\nresources.
