Carsten Fink is the Chief Economist of the World Intellectual Property Organization (WIPO) based in Geneva. Before joining WIPO, he was Professor of International Economics at the University of St.Gallen. He also held the positions of Visiting Professor at the Fondation Nationale des Sciences Politiques (Sciences Po) in Paris and Visiting Senior Fellow at the Groupe d’Economie Mondiale, a research institute at Sciences Po.

Prior to his academic appointments, Mr. Fink worked for more than 10 years at the World Bank. Among other positions, he was a Senior Economist in the International Trade Team of the World Bank Institute, working out of the World Bank’s office in Geneva and an Economist in the Trade Division of the World Bank’s research department, based in Washington, DC.

Mr. Fink’s research work – focused on intellectual property, innovation, and international trade – has been published in academic journals and books. He holds a doctorate degree in economics from the University of Heidelberg in Germany and a Master of Science degree in economics from the University of Oregon in the United States.

Prior to joining WIPO, Guy was a\r\nLaw Professor at the Faculty of Law, Hebrew University of Jerusalem,\r\nspecializing in Intellectual Property, Law & Technology and the Creative\r\nIndustries. Guy was a Fulbright Scholar, Residential Fellow at the Information\r\nSociety Project, Yale Law School; a Visiting Professor at Columbia Law School,\r\nCity University Hong Kong, UBC and the Center for Transnational Legal Studies,\r\nGeorgetown University Law School and also an Erasmus Mundus, Visiting Scholar\r\nat the Center for Law, Society and Popular Culture, University of Westminster.

Prior to his academic career,\r\nGuy clerked for Justice Zamir at the Israeli Supreme Court and has worked at\r\nthe Economic Department of the Israeli State Attorney's Office; The Israeli\r\nAntitrust Authority; the Bank of Israel and as a private legal counsel, in the\r\narea of Intellectual Property, including counselling to technology transfer\r\noffices, startups, technology and media companies.

In this role, Mr. Georgaras\r\nprovides strategic direction and leadership to CIPO and ensures the provision\r\nof world-class intellectual property (IP) services by granting IP rights and\r\nproviding IP awareness and information. He also represents CIPO and Canada's\r\ninterests, both nationally and internationally.

He joined CIPO in 2010. As Director\r\nGeneral of Corporate Strategies and Services, he was responsible for\r\nlegislative, regulatory, administrative and operational policy related to the\r\nIP framework that CIPO administers. He also provided expert advice on broader\r\nIP policy analysis, policy development and framework modernization. He led the\r\nCanadian delegation on various bilateral and multilateral initiatives, such as\r\nstrategic World Intellectual Property Organization committees, the Asia-Pacific\r\nEconomic Cooperation's IP committee and other fora, to develop and advance\r\nCanadian IP positions and interests internationally. Mr. Georgaras led an\r\nextensive program of professional economic research and analysis to identify\r\nand evaluate national and international trends and developments, policies,\r\nstrategies, plans and initiatives to support Canada's IP policy. He also led\r\nthe development of strategic partnerships, financial services and human\r\nresources.

Born in 1966,\r\nIngrid Buffolo qualified as a Telecommunications engineer from the University\r\nof Trier in Germany. After her thesis and some time working in the Project\r\nCentre for HP in Frankfurt, she joined the Société Européenne des Satellites in\r\nLuxemburg where she worked for six years in Business Administration and Project\r\nManagement. In 1998 she joined the OHIM and moved in 2002 to the Quality\r\nManagement Department. In 2009 she became Head of Linguistic and IT\r\nCo-operation Projects, her main responsibilities including the TMView, TMclass\r\nand Harmonized Goods and Services database projects. She has been Head of\r\nInstitutional Relations Service responsible for OHIM stakeholder relations, and\r\nshe has lead the Convergence programme in cooperation with the 28 European\r\nNational Offices. Since 2019 she is the Director of the Customer Department at\r\nEUIPO.

He\r\npreviously was President of the Turkish Patent Institute since October 2008. He\r\nwas Vice-President of the Turkish Patent Institute from December 2007 to\r\nOctober 2008.

He\r\nwas elected Deputy-Chairman of the Supervisory Board of the European Patent\r\nAcademy in November 2009 and currently serves as the Acting Chairman of the\r\nBoard.

Dr.\r\nAsan holds a Ph.D. and M.Sc. in Mechanical Engineering from Texas Tech\r\nUniversity.

In\r\n1994, he was appointed assistant professor of Mechanical Engineering at\r\nKaradeniz Technical University. He became associate professor in 2000.
