Director, Development Agenda Coordination Division, WIPO

Mr. Baloch has been the Director of the Development Agenda Coordination Division (DACD) within the Regional and National Development Sector of the World Intellectual Property Organization (WIPO) since 2009. The DACD is responsible for the implementation of the WIPO Development Agenda Recommendations and its mainstreaming across the Organization. It also serves as the Secretariat of the Committee on Development and Intellectual Property (CDIP). In addition, the Division deals with activities of the Organization in the areas of South-South and North-South Cooperation, Women and Intellectual Property (IP), as well as IP and Tourism.

Prior to joining the DACD, Mr. Baloch held different positions across the Organization, including in the delivery of technical assistance in the Regional Bureau for Asia and the Pacific. Before joining WIPO, Mr. Baloch served as a diplomat for his national government for a period of fifteen years.

Director, Lisbon Registry, Department for Trademarks, Industrial Designs and Geographical Indications, Brands and Designs Sector, WIPO

Alexandra Grazioli is currently Director of the Lisbon Registry in the Brands and Designs Sector of the World Intellectual Property Organization (WIPO). Her area of supervision involves the management, development and promotion of the Lisbon System, as well as the development and implementation of projects relating to geographical indications. Since taking up her duties with WIPO in 2014, she has worked as Senior Counsellor and then as Director in the Office of the Director General.

Before joining WIPO, she worked at the Swiss Federal Institute of Intellectual Property first as trademark examiner, then as Senior Legal Advisor, where she was responsible for the coordination of WIPO issues and negotiations on geographical indications. Finally, she worked as Counsellor in charge of intellectual property issues at the Permanent Mission of Switzerland to the United Nations Office and to the Other Organizations in Geneva. As representative and head of the Delegation of Switzerland, she attended several meetings and negotiations in all fields of intellectual property and on issues relating to governance and budgetary issues at WIPO, WTO (TRIPS and Doha Round negotiations).

Deputy Director General, Regional and National Development Sector, WIPO.

Hasan Kleib is Deputy Director General for the Regional and National Development Sector of

the World Intellectual Property Organization (WIPO) since January 2021. Prior to the role,

he was the Ambassador and Permanent Representative of the Republic of Indonesia to the

United Nations, the World Trade Organization (WTO) and other International Organizations

in Geneva from 2017 to 2020. During his tenure, Mr. Hasan Kleib served as the Chairman of

the Committee on Development and Intellectual Property in 2018-2019 and 2019-2020.

From 2012-2017, he was the Deputy Foreign Minister for Multilateral Affairs of Indonesia

after finishing his tenure as Ambassador and Permanent Representative of Indonesia to the

United Nations in New York. Since 1987, he has served a number of roles in the Ministry of

Foreign Affairs, including Director for International Security and Disarmament, and in

Indonesian Missions abroad including as Head of the Political Division at the Indonesian

Embassy in Washington, D.C. Mr. Kleib received Bachelor’s degree in International

Relations from Padjadjaran University from Indonesia and Master’s Degree in Foreign Affairs

and Trade from Monash University in Australia.

Elcio Perpetuo Guimaraes has been the Director General at Embrapa Rice and Bean since 2019. He holds BSc in Agronomy and MSc in Genetics and Plant Breeding from Luiz de Queiroz College of Agriculture (ESALQ), Piracicaba, Brazil, and a PhD in Genetics and Plant Breeding from Iowa State University, Ames, United States of America.

Prior to his current role, Mr. Guimaraes worked as Research and Development Director at Embrapa Rice and Bean; Regional Director for Latin America and the Caribbean at the International Center for Tropical Agriculture (CIAT), Cali, Colombia; Senior Officer Cereal/Crops Breeding at Food and Agriculture Organisation of the United Nations (FAO), Rome, Italy; and Rice breeder at Embrapa Rice and Bean and at CIAT.

He published more than 150 technical articles, book chapters, edited several books, and gave more than 350 talks in different countries worldwide in Portuguese, Spanish, Italian and English. Mr. Guimaraes is responsible for the release of more than 40 rice cultivars in Brazil and countries in Latina America and the Caribbean.

Susan H. Bragdon is an international lawyer, natural resource ecologist and U.S. patent agent with more than 25 years of experience working with governments, United Nations agencies and multilateral institutions and donor organizations on policy and science related to sustainable food systems, biological diversity, small-scale farmers, and agroecology.

She served as the first Legal Advisor to the United Nations Convention on Biological Diversity. She was also the first attorney-senior scientist hired within the Consultative Group on International Agricultural Research (CGIAR) at senior level to develop and implement policy strategy on plant genetic diversity and food security and to leverage its role through critical partnerships. She developed and led the Food and Sustainability Programme at the Quaker United Nations Office in Geneva and served as a policy advisor to Oxfam Novib’s Sowing Diversity=Harvesting Security Programme.

Ambassador and Permanent Representative of Thailand to the World Trade Organization (WTO) and WIPO

Pimchanok Vonkorpon Pitfield has been Ambassador and Permanent Representative of Thailand to the WTO and WIPO in Geneva since March 2021. Prior to this, she was appointed as Director-General to establish a new Trade Policy and Strategy Office (TPSO) at the Ministry of Commerce, Thailand. At TPSO, Pimchanok initiated projects that led the Office into the “New Economy” era such as Trade Intelligence System or “Big Data” unit, a traceability system for organic rice using Blockchain and a first-ever comprehensive data unit for Thai logistics operators -\"Logistics+\".

Pimchanok’s career has been focused on trade negotiations such as services, investment, e-commerce, environment and labour. Her negotiation experiences span from multilateral- (WTO), regional- (ASEAN and APEC) to bilateral-level (FTA). Pimchanok's deep understanding of cultural, social and national diversity stems from her international experiences, ranging from Victoria University of Wellington in New Zealand to the Graduate Institute of Policy Studies in Japan and professional trainings at the WTO (Geneva), L’Ecole Nationale d’Administration in Paris, Harvard Kennedy School of Government to the Capital Market Academy and the Institute of Justice in Thailand.

Mr. Peter Button was appointed Vice Secretary-General of the International Union for the Protection of New Varieties of Plants (UPOV) on December 1, 2010, having previously held the role of Technical Director at UPOV since 2000.

Mr. Button graduated from the University of Warwick with a B.Sc. Honors degree in Biological Sciences. From 1981 to 1987 he worked for Twyford Seeds Ltd., a UK plant breeding company, in the development of new cereal varieties. Between 1987 and 1994 he was the General Manager of Twygen Ltd., a company which developed micropropagation systems for the commercial production of seed potatoes and soft fruit stocks. He continued in the role of General Manager of GenTech Propagation Ltd., following the change of ownership and company name in 1994. In 1996, Mr. Button joined the British Society of Plant Breeders Ltd. (BSPB) as Technical Liaison Manager, where his responsibilities included the operation of officially licensed variety trials. In 1998, he became Technical Liaison Officer for the UK Ministry of Agriculture, Fisheries and Food (Plant Variety and Seeds Division), where he was responsible for the operation of the tests and trials associated with the UK Plant Breeders’ Rights and National List schemes and Seed Certification in England and Wales, and was the United Kingdom representative in the UPOV Technical Committee.

Namukolo Covic (PhD) is the Director General's Representative to Ethiopia for the International Livestock Research Institute (ILRI), and the Consortium of International Agricultural Research Centers (CGIAR) Regional Director for East and Southern Africa. She draws on extensive work experience in different African countries on linking agriculture and food systems to nutrition and health outcomes.

Relevant focus areas of Namukolo's work have included attention to food safety in the Comprehensive Africa Agriculture Development Programme (CAADP) process and the importance of capacity for evidence-informed decision making along the policy to programme continuum of multisectoral nutrition actions to promote evidence-informed policies, best practices, and mutual learning. She is an avid advocate for positive food systems transformation for the African continent towards setting a positive transformation path for Africa, one with better sustainability.

Dr. Surya Mani Tripathi is an international lawyer, registered Indian attorney and Registered Technology Transfer Professional (RTTP), accredited by ATTP. Currently, he is working as Head Legal Services at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) Hyderabad, India, and is involved in the overall management of legal and IP rights (IPR) issues related to operations and research of ICRISAT, legislative advocacy and statutory compliances. He holds a law degree (LL.B.) from Indian Institute of Technology (IIT) Kharagpur with Microsoft IPR scholarship award, and a Ph.D. in Plant Science with the Council of Scientific and Industrial Research (CSIR)-India fellowship, and International Masters in Biosafety with fellowship of UNIDO and the Government of Italy. He is a recipient of Associate Fellowship- Centre for International Sustainable Development Law (CISDL), Canada, and Scroll of Honor by the International Council of Jurists. He has also holds a Diploma on Fostering Innovation and Commercialisation of Intellectual Property Rights from the Copenhagen Business School (CBS), Denmark, and Certificate on Law of International Organizations by the United Nations Institute for Training and Research (UNITAR).

He was instrumental in the establishment and sustainable operations of Intellectual Property Facilitation Cell (IPFC) and WIPO’s Technology Innovation Support Center (TISC) at ICRISAT.

His areas of work include legal drafting, legal risk management, legal compliances and advisory, IPRs, IP portfolio analysis and licensing etc. As a techno-legal expert and solicitor he is also facilitating transfer of technologies, contract negotiations and IPR commercialization. Asahi Suzuki is the Managing Director of the Agricultural Administration Planning Division, the leading Sector of the Department of Agriculture, Forestry and Fisheries in Yamagata Prefectural Government, since April 2022. He was previously involved in agricultural policy for 10 years at the Ministry of Agriculture, Forestry and Fisheries in the Japanese Government, where he established a new agricultural insurance system to cover various risks, including natural disasters. He also drafted a new legislation to promote agriculture with a low environmental impact.

In Yamagata Prefecture, he developed a plan for greening agriculture, supporting new initiatives by farmers to reduce their environmental impact.

Mr. Suzuki holds a Master's degree in Interdisciplinary Social Sciences from the University of Tokyo and a Master's degree in Sociology from the University of Freiburg, Germany.
