Deputy Director General, Regional and National Development Sector, WIPO.

Mr. Hasan Kleib is Deputy Director General for the Regional and National Development Sector of the World Intellectual Property Organization (WIPO) since January 2021. Prior to the role, he was the Ambassador and Permanent Representative of the Republic of Indonesia to the United Nations, the World Trade Organization (WTO) and other International Organizations in Geneva from 2017 to 2020. During his tenure, Mr. Hasan Kleib served as the Chairman of the Committee on Development and Intellectual Property in 2018-2019 and 2019-2020.

From 2012-2017, he was the Deputy Foreign Minister for Multilateral Affairs of Indonesia after finishing his tenure as Ambassador and Permanent Representative of Indonesia to the United Nations in New York. Since 1987, he has served a number of roles in the Ministry of Foreign Affairs, including Director for International Security and Disarmament, and in Indonesian Missions abroad including as Head of the Political Division at the Indonesian Embassy in Washington, D.C.

Mr. Kleib received a Bachelor’s degree in International Relations from Padjadjaran University from Indonesia and Master’s Degree in Foreign Affairs and Trade from Monash University in Australia.

Mr. Edward Kwakwa is Assistant Director General, Global Challenges and Partnerships Sector, World Intellectual Property Organization (WIPO) in Geneva. He served as General Counsel at WIPO from 2004 until September 2016. Kwakwa holds an LL.B. degree from the University of Ghana, an LL.M. from Queen’s University in Canada, and an LL.M. and a J.S.D. from Yale Law School in the United States of America.

Before joining WIPO, Kwakwa practiced with the law firm of O’Melveny and Myers in Washington, D.C., worked as International Legal Adviser at the Commission on Global Governance in Geneva, as Senior Legal Adviser at the Office of the United Nations High Commissioner for Refugees (UNHCR), and as Legal Affairs Officer at the World Trade Organization (WTO).

Ambassador and Permanent Representative of Thailand to the World Trade Organization (WTO) and WIPO

Ms. Pimchanok Vonkorpon Pitfield has been Ambassador and Permanent Representative of Thailand to the WTO and WIPO in Geneva since March 2021. Prior to this, she was appointed as Director-General to establish a new Trade Policy and Strategy Office (TPSO) at the Ministry of Commerce, Thailand. At TPSO, Ms. Pimchanok initiated projects that led the Office into the “New Economy” era such as Trade Intelligence System or “Big Data” unit, a traceability system for organic rice using Blockchain and a first-ever comprehensive data unit for Thai logistics operators, \"Logistics+\".

Ambassador Pimchanok’s career has been focused on trade negotiations such as services, investment, e-commerce, environment and labor. Her negotiation experiences span from multilateral (WTO), regional- (ASEAN and APEC) to bilateral-level (FTA). Ambassador Pimchanok's deep understanding of cultural, social and national diversity stems from her international experiences, ranging from Victoria University of Wellington in New Zealand to the Graduate Institute of Policy Studies in Japan and professional trainings at the WTO (Geneva), L’Ecole Nationale d’Administration in Paris, Harvard Kennedy School of Government to the Capital Market Academy and the Institute of Justice in Thailand.

Komal leads the Intellectual Property and Trade Policy portfolio of the International Federation of Pharmaceutical Manufacturers and Associations (IFPMA).

She works with UN member states and international and regional organizations to promote global health solutions by advocating international best practices for IP protection, removing market access barriers, and creating a sustainable ecosystem to incentivize innovation.

Her experience as a corporate attorney and trusted government advisor enables Komal to resolve complex domestic and international policy and business challenges in numerous sectors.

Prior to joining IFPMA, Komal led the United States Patent and Trademark Office’s attaché program in South Asia. She was the principal strategic advisor to the US Government (USG) on all aspects of Intellectual Property for India, Pakistan, Sri Lanka, Nepal, Bangladesh, Bhutan, Afghanistan, and Maldives.

In addition, Komal led negotiations with South Asian Governments relating to IP policy initiatives of the USG. Komal has also developed and executed several technical assistance and capacity building programs aimed at creating a sustainable innovation ecosystem that promotes, protects, and enforces IP.

She holds a Master of Law (LLM) from the George Washington Law School and an Bsc LLB (Hons) in IP from West Bengal National University of Juridical Sciences.

Dr. Carlos Gabriel Alvarenga Cardoza holds a Doctorate in Medicine from the Evangelical University of El Salvador, with a specialization in Pediatric Surgery from the Benjamin Bloom National Children's Hospital. Additionally, he completed a Master’s degree in Quality Management at Don Bosco University, sponsored by the University of Cádiz.

Throughout his professional career, he has received extensive academic training, including diplomas in various health, management, and competency training areas at both national and international levels. These include Teaching and Training, Administration of Health Institutions, Managerial Development of Health Services in Clinics and Hospitals, Bioethics, Quality Management in Health Institutions, Education of Affectivity, Methodology for Productive Health Service Management, Virtual Tutoring, and Hospital and Health Center Administration.

He has also received complementary training in key areas such as advanced life support, leadership, humanitarian emergency response, and disaster management, provided by the U.S. Department of Defense.

Bioethics has also been an important part of his training, having completed general courses in bioethics at the Bioethics Association of El Salvador in 2001.

Since 2019, he has served as the Vice Minister of Health Management and Development in El Salvador, where he continues to contribute his expertise and knowledge to public health.

Through his leadership and expertise, Dr. Carlos Gabriel Alvarenga Cardoza has played a fundamental role in advancing public health policies, quality management, and sustainable health systems in El Salvador.

Special Assistant, Ministry of Health and Family \r\nWelfare, Bangladesh

Prof. Md Sayedur Rahman is serving as Special Assistant (Minister of State status) at the Ministry of Health and Family Welfare in the Interim Government. He was previously Vice Chancellor of Bangabandhu Sheikh Mujib Medical University (BSMMU), where he also served as Chairman of Pharmacology, founder Director (ICT), and Registrar. He played a key role in incorporating IT into university activities and establishing Bangladesh’s first biobank.

Prof. Rahman has worked with medicine-related policy since his student life. He actively supported the National Drug Policy 1982 and, from 1991, contributed to the national regulatory process as the youngest member. He helped develop the Bangladesh National Formulary and the Code of Pharmaceutical Marketing Practices.

He served on several national ethics and safety committees, including AEFI and Adverse Drug Reaction Advisory, and chaired the committee that created the National Pharmacovigilance Guideline.

With 33 years in medical education, he has supervised over 40 theses and reviewed more than 100. He has 50+ publications in peer-reviewed journals.

Internationally, he was Vice-Chair of GARP-Bangladesh, led a WHO-supported AMR monitoring project, and co-founded the Bangladesh AMR Response Alliance. He is currently Chairman of the IT Committee at BCPS and was awarded an Honorary FCPS by the institution.

Assistant Director-General, Access to Medicines and Health Products and Acting Assistant Director-General, Antimicrobial Resistance, World Health Organization (WHO)

As Assistant Director-General for Access to Medicines and Health Products, Dr. Nakatani oversees the development and implementation of WHO’s norms and policies to ensure equitable access to quality medicines, vaccines and diagnostics for all populations everywhere, including for preventing and responding to epidemics.

Immediately prior to taking up this position, Dr. Nakatani served as Director of the Cancer and Disease Control Division of the Japanese Ministry of Health, Labour and Welfare and as the Technical Advisor to the Minister of State for the COVID-19 Vaccination Task Force in Japan. Her first position at the Japanese Ministry of Health, Labour and Welfare dates back to 2001. In the following 20 years she held positions in a number of areas, including medical economics, research and development, health technology assessment and blood products. From 2015-2016, Dr. Nakatani coordinated the implementation of Japan’s first National Action Plan on antimicrobial resistance. In addition, Dr. Nakatani worked at the Department of Health and Human Services of the United States of America on the medical response to H1N1 influenza, in collaboration with the National Institutes of Health, the Food and Drug Administration and the Centers for Disease Control and Prevention. She also worked as a Medical Officer in the Medical Devices Team at WHO headquarters from 2012-2014.

Since 1 February 2024, Dr. Nakatani has been acting as Assistant Director-General, Antimicrobial Resistance. In this role, she provides political and technical leadership to curb the devastating health and economic burdens of drug resistance through a comprehensive and people-centred public health approach. The work includes focus on both supporting countries to implement AMR National Action Plans and strengthening the global response, including through multi-sectoral collaboration with the Food and Agriculture Organization, the World Organization for Animal Health, and the United Nations Environment Programme.

Dr. Nakatani holds a medical degree from Asahikawa Medical College, and a PhD in public health from the Graduate School of Medicine, both in Japan.

Ms. Tae Hee Kim is a principal researcher at Korea Institute of Industrial Technology (KITECH) and concurrently holds an adjunct professorship at Hanyang University in the HYU-KITECH Joint Department. She received her B.S (1999), M.S. (2001), and Ph.D. (2005) degrees from Seoul National University, Republic of Korea.

She gained international research experience as a postdoctoral researcher at the Pasteur Institute in France (2006-2007) and the University of Washington in the USA (2008-2010), contributing to cutting-edge research in bioengineering.

Her research focuses on developing polymeric materials for a diverse range of biomedical applications, including biomedical textiles, drug/gene delivery systems, tissue engineering, cancer therapy, and imaging. Additionally, she is also involved in research and development in the fields of cosmetics and healthcare applications, microplastic risk assessment technologies, and robotic automation for bioprocessing.

She has actively led numerous government-funded projects, focusing on not only fundamental technologies but also the development of commercialization technologies to address industry needs. She has collaborated extensively with companies to drive R&D in these areas. Along with publishing in high-quality journals, she holds numerous patents and has completed six technology transfers.

Mr. Lonias Ndlovu graduated with an undergraduate law degree (Bachelor of Laws) at the University of Fort Hare in South Africa in 2004. He completed an LLM majoring in international trade law at the same institution in 2005 and a Doctoral degree (LLD focusing on TRIPs flexibilities & access to medicines in a SADC context) at the University of South Africa in 2013. Between 2005 and 2015, he taught law at three South African universities, rising from junior lecturer rank to associate professor. In August 2016, he joined the University of Venda School of Law, which he currently heads as a dean and interim director.

As an Advocate of the High Court of South Africa, he runs a limited commercial law practice, researching, consulting and advising on intellectual property and public health issues and commercial law matters.

Ms. Ellen ‘t Hoen (1960) is the director of Medicines Law & Policy (ML&P), a group of legal and policy experts offering advice to international organizations, NGOs and governments. ML&P publishes studies and commentaries in the field of medicines policy and intellectual property. ML&P maintains a public database of the use of TRIPS flexibilities for public health purposes. She is the founder and former executive director of the Medicines Patent Pool. She is also a Global Health Law Fellow at the law faculty of the University of Groningen.

She has published widely and is the author of several books. In 2017 she received the Prix Prescrire for her book “Private Patents and Public Health: Changing intellectual property rules for public health.” In 2020, she was appointed Officer of the Order of Oranje-Nassau, a Dutch royal award given in recognition of her work on access to medicines. Between 2005 and 2021 she was listed 5 times as one of the 50 most influential people in intellectual property by the journal Managing Intellectual Property.

She has a master’s degree in law from the University of Amsterdam and a PhD from the University of Groningen.

Ms. Graziela Ferrero Zucoloto is a researcher at the Institute for Applied Economic Research (Ipea) since 2009 and currently is the coordinator of science, technology, and innovation at the institution. She holds a degree in economics from the University of São Paulo (USP) in Ribeirão Preto, a master's in economics from USP, and a PhD, also in economics, from the Federal University of Rio de Janeiro (UFRJ). She was a visiting researcher at the ZTG of Technische Universität Berlin and worked as an advisor at the Ministry of Science, Technology, and Innovation between 2008 and 2009.

At Ipea, her research focuses on indicators and policies for technological innovation, particularly in industrial property and in the health sector, as well as on social technologies and those with social impact.
