Mr. Aleman, studied law at the Javeriana\r\nUniversity (J.D., 1991) where he also obtained a Corporate Law Certificate\r\n(L.L.M., 1996). He then obtained a Diploma in Advanced Studies (DEA) in\r\nResearch at the Alcala University (Spain, 2006), and a Ph.D. in Law (2011, Cum\r\nLaude).

\r\n\r\n

Mr. Aleman\r\npracticed as an IP Attorney from 1991 to 1995. He was then appointed Head of\r\nthe Colombian Industrial Property Office, from 1995 to 1998, and was invited as\r\na Fellow Visiting Researcher at the Max Planck Institute in Munich, Germany in\r\n1998. He joined WIPO in 1999 as Senior Program Officer, Office of Cooperation\r\nfor Development for Latin America and the Caribbean (from 1999 to 2006). He was\r\nthen appointed Deputy Director in the Division for Public Policy and\r\nDevelopment (from 2006 to 2009), Deputy Director of the Patent Law Division\r\n(from 2009 to 2013), and went on to be Director of the Patent Law Division. He\r\ncurrently holds the position of Assistant Director General, leading the IP and\r\nInnovation Ecosystems Sector (IES).

\r\n\r\n

Mr. Aleman is responsible for\r\nhelping Member States develop their IP and innovation ecosystems to drive\r\neconomic growth. He is also responsible for providing support for researchers,\r\ninnovators, and enterprises, including SMEs. Other key focus areas include IP\r\ncommercialization for business growth; emergence of IP as an asset class;\r\ndevelopment of advisory expertise on national IP strategies; economic analysis\r\non the role IP plays in promoting innovation and creativity; strengthening ADR\r\nand the services provided by the Arbitration and Mediation Center; and\r\nproviding technical assistance to the judiciary, as well as services related to\r\nthe legal databases.

Antony\r\nTaubman is currently Director at the Intellectual Property, Government Procurement\r\nand Competition Division of the World Trade\r\nOrganization.

\r\nFrom 2002 to 2009, he\r\nwas Director, Global Intellectual Property Issues Division of WIPO\r\n(including\r\nthe Traditional Knowledge Division and Life Sciences Program). After a\r\ndiplomatic career, he left the\r\nAustralian Department of Foreign Affairs and Trade (DFAT) in 2001 to join the\r\nnewly\r\nformed Australian Centre for Intellectual Property in Agriculture, at the Australian\r\nNational University, teaching and researching on\r\ninternational IP law. From 1998 to 2001, Mr. Taubman was\r\nDirector of the International Intellectual Property Section of DFAT. He has held\r\npostgraduate\r\nteaching appointments at several universities include curriculum design and\r\nteaching\r\nat the University of Melbourne, the Australian National University, and Queensland\r\nUniversity\r\nof Technology, as well as numerous contributions to other educational and\r\ntraining programs in many countries.

\r\n\r\n

\r\nA registered patent\r\nattorney, Mr. Taubman worked in private practice in the law of patents,\r\ntrademarks\r\nand designs in Melbourne in the 1980s. In 2008, the Rockefeller Foundation\r\nawarded\r\nhim a Bellagio residential fellowship for his work on TRIPS and public policy\r\nissues.

Irene Kitsara is IP Information Officer in the Technology and Innovation Support\r\nDivision of WIPO. She has 12 years of experience in patent analytics and is\r\nresponsible for related activities. She is the product lead of the WIPO\r\nflagship publication Technology Trends, and has been the Project Coordinator of\r\nthe Patent Landscape Reports (PLR) since 2010 (with 18 PLRs to have been\r\npublished by the end of 2021). She led the development of the Guidelines for\r\nPreparing Patent Landscape Reports, the Manual on Free and Open Source Tools\r\nfor Patent Analytics and currently the Handbook on Patent Analytics. Ms.\r\nKitsara developed the area of training on patent analytics for the WIPO\r\nTechnology and Innovation Support Centers (TISCs) and provides related\r\ntraining. Previously to her WIPO employment, Ms. Kitsara worked for German and\r\nGreek Law firms, the European Patent Office, the European Commission, the\r\nMax-Planck-Institute for International and Foreign Social Law, and the Greek\r\nMinistry of Interior Affairs in the Citizen-State Relations. Ms Kitsara is IP\r\nlawyer admitted at the Athens Bar Association, with studies at the LMU in\r\nMunich Germany and Law Faculty of Athens.

Emma Wheatley\r\nis Director, Access and Private Partnerships at CEPI.

Emma joined\r\nCEPI in 2017 and has served as Director, Access and Private Partnerships since January 2022. Responsible for the Equitable\r\nAccess Policy, Emma and her team bridge the demand for accessible, affordable medical countermeasures with\r\nthe ability to build sustainable partnerships and related systems.

\r\n\r\n

She\r\nhas over 20 years’ experience of strategic transactions and collaborations in the life science\r\nindustry. Her work enabling access to vaccines for low and middle income\r\ncountries started in 2007 with a Tuberculosis\r\nvaccine public private partnership at the University of Oxford. More recently,\r\nas Vice President Legal Affairs and Deputy General\r\nCounsel at Emergent Biosolutions, Emma spent several years advising on strategy and structure of\r\ntransactions related to outbreak preparedness,\r\nBARDA’s CIADM programme and stockpiling.
