CUI Yehan

Dr. CUI Yehan\r\nwas appointed Chief Agronomist in DCST of MARA, PR China on October 25, 2021,\r\nhaving previously held the role of Division Director\r\nof Plant Variety Protection in DCST, MARA since\r\n2014. Since 2019, he has been\r\nthe Vice President, the Council of the UPOV.

\r\n\r\n

Dr. CUI\r\ngraduated from the University of London\r\nwith a Ph D degree in Biological\r\nSciences.

\r\n\r\n

From 1997 to 2003,\r\nhe worked in Plant Variety\r\nProtection Division\r\nof DCST, MARA, as\r\na member of the founding team,\r\nhe helped to establish the PVP system in MARA of China,

\r\n\r\n

focused on technical aspects for PVP\r\noperation, and became International Liaison Officer in the PVP Office of MARA. From 2003 to 2014, he was the Division Director of Quality and Standard in Agriculture of\r\nDCST, MARA, responsible for examining and reviewing agricultural related\r\nstandards, and testing laboratory accreditation in MARA. In 2014, Dr. CUI\r\nbecame the Division Director of Plant Variety Protection in DCST,MARA, contributed\r\nto the amendment of Seed Law and PVP Regulations in China, and endeavored to\r\nstrengthen the cooperation with the UPOV and other members.

Marien Valstar

\r\n\r\n

Marien\r\nValstar (1964) is Senior policy officer Seeds and Propagating Materials in the Directorate-General\r\nfor Agro and Nature in the Ministry of Agriculture, Nature and Food Quality of\r\nthe Netherlands. His work focuses on national, European and global policies\r\nrelated to the Plant Variety Protection, and registration and certification of\r\nplant varieties.

\r\n\r\n

Current\r\nResponsibilities in the Netherlands: Seed Law, Plant Breeders Law, Plant\r\nVariety Board /Variety testing

\r\n\r\n

Representative\r\nof the Netherlands in European Council Working parties and in Standing\r\nCommittees on Seeds of the European Commission.

\r\n\r\n

President\r\nof the Council of the International Union for the Protection of New Varieties\r\nof Plants (UPOV). UPOV is an intergovernmental organization. It’s mission is to\r\nprovide and promote an effective system of plant variety protection, with the\r\naim of encouraging the development of new varieties of plants, for the benefit\r\nof society.

\r\n\r\n

President\r\nof the Administrative Council of the European Community Plant Variety Office.

\r\n\r\n

Marien\r\nis a graduate of the Wageningen University and Research (1988), where he\r\nstudied Horticulture.
