Carsten Fink is the Chief Economist of the World Intellectual Property Organization (WIPO) based in Geneva. Before joining WIPO, he was Professor of International Economics at the University of St.Gallen. He also held the positions of Visiting Professor at the Fondation Nationale des Sciences Politiques (Sciences Po) in Paris and Visiting Senior Fellow at the Groupe d’Economie Mondiale, a research institute at Sciences Po.

Prior to his academic appointments, Mr. Fink worked for more than 10 years at the World Bank. Among other positions, he was a Senior Economist in the International Trade Team of the World Bank Institute, working out of the World Bank’s office in Geneva and an Economist in the Trade Division of the World Bank’s research department, based in Washington, DC.

Mr. Fink’s research work – focused on intellectual property, innovation, and international trade – has been published in academic journals and books. He holds a doctorate degree in economics from the University of Heidelberg in Germany and a Master of Science degree in economics from the University of Oregon in the United States.

Prior to joining WIPO, Guy was a\r\nLaw Professor at the Faculty of Law, Hebrew University of Jerusalem,\r\nspecializing in Intellectual Property, Law & Technology and the Creative\r\nIndustries. Guy was a Fulbright Scholar, Residential Fellow at the Information\r\nSociety Project, Yale Law School; a Visiting Professor at Columbia Law School,\r\nCity University Hong Kong, UBC and the Center for Transnational Legal Studies,\r\nGeorgetown University Law School and also an Erasmus Mundus, Visiting Scholar\r\nat the Center for Law, Society and Popular Culture, University of Westminster.

Prior to his academic career,\r\nGuy clerked for Justice Zamir at the Israeli Supreme Court and has worked at\r\nthe Economic Department of the Israeli State Attorney's Office; The Israeli\r\nAntitrust Authority; the Bank of Israel and as a private legal counsel, in the\r\narea of Intellectual Property, including counselling to technology transfer\r\noffices, startups, technology and media companies.

Director, Global Databases \r\nDivision, Infrastructure and Platforms Sector, WIPO

After two years at CERN as a\r\ndatabase engineer and four years as a consultant\r\nin an IT services company in Switzerland, Christophe Mazenc has been working for the World Intellectual Property Organization (WIPO) in Geneva\r\nfor the last twenty\r\nthree years.

Christophe holds a Phd in\r\nComputer Arithmetic obtained in 1993 at the\r\nEcole Normale Supérieure de Lyon (France).

Christophe is currently\r\nresponsible for the development and operations of WIPO's free public search\r\nsystems on the internet, namely PATENTSCOPE for patents, WIPO's Global Brand Database for trademarks and WIPO's Global\r\nDesign Database for industrial designs. Another responsibility of the division is to\r\nexplore the application of Machine Learning to the large amounts of data stored in the organization's databases to build\r\nstate-of-the-art tools aiming at easing the operations of the Intellectual Property system.

Head of IP Commercialization Section, IP for Business Division, WIPO

Ms. Mages leads a team at the World Intellectual Property\r\nOrganization (WIPO) that empowers enterprises, innovators, and creators to\r\nmaximize their potential through the creation and commercialization of\r\nintellectual property. This includes the Inventor Assistance Program (IAP),\r\nwhich connects under-resourced inventors with volunteer patent attorneys and\r\nagents to navigate the patent system. Prior to her current role, Ms. Mages\r\nheaded WIPO’s legislative and policy advice section for patents and trade secrets.\r\nShe collaborated with more than 45 countries and other bodies at different\r\nlevels of development to update their legislative frameworks.

Prior to joining WIPO, Ms. Mages was Senior Counsel for IP\r\nat General Electric, where she most recently managed IP and technology aspects\r\nin M&A transactions. She also has extensive experience in IP policy\r\ndevelopment from the corporate perspective. Ms. Mages has worked across the\r\ninnovation cycle, including as an inventor and through experience in patent\r\nanalytics, drafting, prosecution, and strategic portfolio management.

Ms. Mages earned her Bachelors of Science in Biomedical\r\nEngineering from Boston University and is a graduate of the Quinnipiac\r\nUniversity School of Law. She is a member of the Connecticut bar and is\r\nregistered to practice before the United States Patent and Trademark Office.

Ignacio is a\r\nSpanish lawyer and an English solicitor. Ignacio\r\nholds an LL.M. degree from King's\r\nCollege London. Before joining WIPO,\r\nhe practiced with the law firms Baker\r\n& McKenzie, London and Freshfields Bruckhaus\r\nDeringer, London in the areas of international arbitration and litigation. Ignacio is responsible for the administration of mediation, arbitration and expert determination cases\r\nfiled with the WIPO Arbitration and\r\nMediation Center and for the development and promotion of WIPO alternative dispute resolution (ADR). This includes implementing ADR collaborations concluded with IP Offices\r\nand establishing alternative dispute resolution (ADR) procedures adapted to specific\r\nareas of intellectual property.
